Case description:

On January 11th and 12th 2010 at least 26 patients died of hypothermia at Havana's Psychiatric Hospital, known as "Mazorra." Cuban authorities have not reported the names or confimed the number of victims. The weather had turned unseasonably cold and the hospital had many missing windows. The barely clothed and severely malnourished patients, around 1,400, lacked blankets and adequate clothing. After human rights activists in Cuba alerted public opinion and pictures from the morgue of emaciated bodies circulated on the internet, the Cuban government confirmed 26 deaths in the official press and declared that those responsible would be held accountable. People living near the hospital reported that it was common to see patients begging near the hospital and that workers stole the food and supplies and sold them in the black market.  Workers at the hospital were instructed to stay silent and a security operative was mounted outside the hospital. No information was offered on many of the patients who were hospitalized in critical condition, but sources inside Cuba indicate the loss of life from the incident was much higher than reported. Afterwards, with public attention centered on the hospital, conditions improved markedly, patients were housed and fed properly, and the facilities refurbished. 15 workers at the hospital faced trial in January 2011 and were convicted of sentences ranging from 6 to 15 years of prison, the highest for the prison director, Dr. Wilfredo Castillo. The death of Fidel Alvarez is the only documented case of the incident in this Archive, as names and information on the victims has been lacking and just one name, Fidel Alvarez, appeared in a news report filed by the BBC from Cuba of the trial coverage. The totalitarian nature of the Cuban regime precludes acceptable standards regarding patient rights or accountability by government and health officials and the economic system in the hands of the Communist state fosters the illicit activities that led to this tragedy.

El 11 y 12 de enero de 2010, al menos 26 pacientes, posiblemente más, fallecieron por hipotermia en el Hospital Psiquiátrico de La Habana, conocido como "Mazorra". Autoridades cubanas nunca confirmaron el número de muertos ni sus nombres. El clima se había vuelto inusualmente frío y al hospital le faltaban muchas ventanas. Los pacientes, alrededor de 2.500, escasamente vestidos y gravemente desnutridos, carecían de mantas y ropa adecuada. Después de que defensores de derechos humanos en Cuba alertaron a la opinión pública y de que en Internet circularan imágenes en la morgue de cuerpos demacrados, el gobierno cubano confirmó 26 muertes en la prensa oficial y declaró que los responsables rendirían cuentas. Las personas que viven cerca del hospital informaron que era común ver pacientes mendigando cerca del hospital y que los trabajadores robaban la comida y los suministros y los vendían en el mercado negro. Los trabajadores del hospital recibieron instrucciones de permanecer en silencio y se montó un operativo de seguridad fuera del hospital. No se ofreció información sobre muchos de los pacientes que fueron hospitalizados en estado crítico, pero fuentes dentro de Cuba indican que la pérdida de vidas por el incidente fue mucho mayor de lo reportado. Posteriormente, con la atención del público centrada en el hospital, las condiciones mejoraron notablemente, los pacientes fueron alojados y alimentados adecuadamente y las instalaciones fueron remodeladas.
15 trabajadores del hospital enfrentaron juicio en enero de 2011 y fueron condenados por sentencias de entre 6 y 15 años de prisión, la más alta para el director de la prisión, Dr. Wilfredo Castillo. La muerte de Fidel Álvarez es el único caso documentado del incidente en este Archivo, pues faltan nombres e información de las víctimas y este nombre apareció en un reportaje de la BBC de Cuba sobre la cobertura del juicio. La naturaleza totalitaria del régimen cubano excluye estándares aceptables con respecto a los derechos de los pacientes o la rendición de cuentas por parte de los funcionarios gubernamentales y de salud y el sistema económico en manos del Estado comunista fomenta las actividades ilícitas que llevaron a esta tragedia.
