Case description:

Venezuela councilman who allegedly committed suicide while in custody of Venezuela's military intelligence service, DGCIM (División de Contrainteligencia Militar). According to the Venezuelan government, Albán jumped from the tenth floor of the headquarters of SEBIN ( Bolivarian Intelligence Service), however, the councilman's lawyer called it an assassination and showed a police report that referred to it as a "homicide."  There are reports that Albán was already dead from multiple tortures before he was thrown from a 10th. floor window. According to the January 2020 report from the Casla Institute and reports from other human rights organizations, the DGCIM was under the command of Cuban officials.

Concejal de Venezuela que presuntamente se suicidó mientras estaba bajo custodia de la DGCIM (División de Contrainteligencia Militar) de Venezuela, que por la información que se conoce, está bajo la supervisión y el mando de funcionarios cubanos. Según el gobierno venezolano, Albán saltó desde el décimo piso de la sede del SEBIN (Servicio de Inteligencia Bolivariana), sin embargo, el abogado del concejal lo calificó de asesinato y mostró un informe policial que lo califica de "homicidio". Hay reports de que Albán ya estaba muerto debido a las torturas recibidas cuando fue lanzado de una ventana del piso 10 del SEBIN. De acuerdo al último reporte anual del Instituto Casla y otras organizaciones de derechos humanos, la DGCIM se encuentra bajo la supervisión y el mando de funcionarios cubanos.
